Death with Dignity and Persons with Disabilities
Shoji Nakanishi (Board Member, DPI-Japan) Current Circumstances There have been some actions taken to legalize “death with dignity”, which is based on the individual’s own decision to refuse life prolonging treatment. A non-partisan parliamentary alliance would submit a Bill to Respect Individual Will Concerning Medical Care in the Terminal Phase (the Bill on Death with Dignity) to the Diet. In accordance with this bill, if a patient has refused life-prolonging treatments, the assigned doctor cannot be held responsible for that patient’s death. Expectations of the Second Commission on Policy for Persons with Disabilities
Secretariat-General of DPI Japan Mr. Satoshi Sato The Commission on Policy for Persons with Disabilities, which had been adjourned since this April, resumed on September 1st, marking it as the 13th meeting. The immediate issue facing the Commission will be the development of the basic guidelines for the Act to Eliminate Discrimination against Persons with Disabilities. This golden chance has come in the form of the Tokyo Olympics and Paralympics. Being a grand event watched by the world, a vast amount of funds will be injected and many sports arenas as well as transport infrastructure will be developed. Relief Activity for the People with Disabilities affected by Typhoon Yolanda – Provision of the Assistive Devices in Tacloban City-
Based on the needs study, which was conducted in February in Tacloban City, Leyte, Mr. Abner Manlapaz, President of Manila Independent Living Center, had made the necessary assistive devices at the local wheelchair factory, and provide them to the affected persons with disabilities on June 28th. This support project is being conducted by DPI Japan in collaboration with the Yumekaze fund. Until the day the provision was made available, Mr. Abner had cooperated with the local organizations to make the activities sustainable in the area. 3,200 protesters from all over Japan gathered in Tokyo, in order to protest against a new governments’ gloss over policy regarding long-stay psychiatric patients.
On sunny afternoon of 26th June 2014 in Tokyo, Japan, 3,200 people gathered to Hibiya Park*. The protest, named “Better in communities, not Hospitals: Stop renovating psychiatric wards into residence”, shortly “6.26 Urgent Meeting”, was decided to be held just three weeks before the date by a collation of service users, carers, mental health professionals and disability organisations. This was the biggest kind of protests regarding mental health issues in Japanese history and it raised as much as 5,005 Pounds donation.
